INTRODUCTION OF THE MAIN PROVISIONS OF ISO / IEC 17070: 2005 STANDARDS IN FORENSIC EXPERTISE

Taking into account the membership of Armenia in the Eurasian Economic Union (EEU), "National Institute of Standards" CJSC of the Republic of Armenia Ministry of Economic Development and Investments organized a series of seminars in the second quarter of this year to familiarize with the main provisions of ISO / IEC 17070: 2005 "General requirements for the competence of testing and calibration laboratories", which was attended by the experts from accredited testing laboratories of the two leading departments of the National Bureau of Expertises, namely expertises departments of  Food Products and Drinks Expertises and Firearm Expertises (Forensic Ballistics).

Of the main topics of the seminar, specially should be mentioned the presentations devoted to calibrations of measuring instruments (instruments), ensuring traceability, calculating the budget and estimating the uncertainty of measurements in accordance with the relevant methods used in the examination, as well as testing the competence of test laboratory staff as the main component of reliability and recognition of the results.

The main goal of the seminars was to upgrade the skills of specialists being able to implement in practice procedures for internal calibration of laboratory equipment (according to established work programs), and to ensure traceability of measurements, processing and analysis of data obtained during testing.

The main speaker on the above topics was Stanislav Melkumyan, Expert Consultant on Metrology of the "National Accreditation Body" of the Republic of Armenia, who at the end of each presentation summarized the key issues raised by the seminar participants and explained them in an interactive manner. The organizational form of the seminar allowed in a businesslike constructive environment to obtain both theoretical and practical knowledge on the topics under consideration, as well as in a discussion and informal atmosphere, to discuss issues that arose the listeners.

Participation of more than 50 representatives of accredited testing laboratories, representing the food, pharmaceutical and construction sectors, demonstrates the relevance and practical significance of the seminar agenda.

It should be noted that at the end of the three-day seminar, the participants were given the appropriate certificates, and after passing the qualification examination, following the results of an objective assessment of professional and business qualities, in accordance with the regulations in the "National Accreditation Body" of the RA, certificates on internal calibration of laboratory equipment and uncertainty assessment of measurements.

Consequently, the experts of our organization Nune Andreasyan and Anna Tovmasyan were given certificates confirming their competence to perform internal calibrations of physical-chemical, weight, temperature and linear characteristics of measuring instruments and means.
