A Video-Conference on Implementation of Best Practice Manual for Road Accident Reconstruction, developed by the European Network of Forensic Institutions (ENFSI)

Improving road safety has currently become an extremely urgent social and economic problem. Over recent years the rapid growth in the number of vehicles in Armenia, naturally led to an increase in the number of road accidents. In this regard, during the conduction of expertises of road accidents in the National Bureau of Expertises (NBE) the introduction of modern computer software became necessary, allowing the expert to ensure the timely and high quality conduction of expertises at the adequacy and completeness of the initial data, simultaneously reducing their time of implementation.

In order to implement the above noted, in early February of this year, with the participation of  NBE experts online video conference was held with Mr. Zamaraeva  - head of the  autotechnical examination division of department of the Federal Budgetary Institution North-Western Regional Centre for Forensic Examinations of the Ministry of Justice (Russian Federation).

In the frame of implementation of  Best Practice Manual for Road Accident Reconstruction, developed by the European Network of Forensic Institutions (ENFSI) in the NBE was discussed the possibility of putting computer software PC-CRASH into practice - today one of the most functional  programs  on the analysis and modeling of the RTA mechanism, the creator of which is Dr. Steffan Datentechnik company  (Austria).

Taking into account the five-year experience with PC-CRASH 10.1 software in the course of  the auto-technical examinations, Mr. Zamaraev presented the main functional advantages of the program, noting that with the help of it  the following elements of the analysis of the RTA mechanism could be performed:

 

  • modeling of ante-collision and post-collision phases in automatic mode,
  • use of  characteristics of brake force distribution of the vehicle in the dynamic calculation,
  • acceleration calculation of the vehicle  based on  of true characteristics of the engine and airflow resistance,
  • use of mathematical model of the driver driving along a predetermined path,
  • representation of the calculation results in the form of text and diagrams,
  • possibility of using 2-D and 3-D images of ATS and other objects,
  • possibility to present modeling in 3-D format,
  • animation simulated road accident mechanism, etc.

On specific examples of successful use of PC-CRASH software during the expertises conducted by the  department of  forensic auto-technical examinations Mr. Zamaraev showed the advantages of using particularly the last two versions of computer software 10.1 and 11.1.

 

Then the discussion on organizational and technical issues associated with PC-CRASH software continued in a relaxed atmosphere. Particular attention was paid to the forensic experts facing examinations of  accident circumstances.

Of particular interest were the methods that prevailed in the program and allowed to close all the gaps arising in the determination of certain tasks of (the initiator) competent bodies appointing examinations.

In the final part of the online video conference were discussed the organizational issues of the development of the algorithm for further cooperation with the Auto-technical examination division of department of the Federal Budgetary Institution North-Western Regional Centre for Forensic Examinations of the Ministry of Justice (Russian Federation), aiming at implementing PC-CRASH software during forensic expertises in NBE practice.
