THE PARTICIPATION OF EMPLOYEES OF NBE IN THE INTERNATIONAL TRAININGS AND IN AUDIT OF FORENSIC SCIENCE LABORATORY

In 2014, from July 20-31, within the frameworks of US Embassy INL program, Elmira Nalbandyan, the head of Quality Assurance Department of NBE, and  Davit Melqumyan, internal audit team leader and Head of Arson and Explosives Expertises Department, were sent to Kiev(Ukraine) to take part in” Strategic planning and preparation of forensic laboratories for international accreditation to ISO/IEC 17025:2005 standard, train the trainers” organized by International criminal investigation training assistance program of US Department of Justice (ICITAP). The business trip was consisted of theoretical and practical stages.

Representatives of forensic science institutions of Ukraine, scientific research institute of forensic expertises of Kiev of Ministry of Justice, criminal expertise center and its regional subdivisions of Ministry of Internal Affairs, as well as forensic science institutions of Armenia and Moldova, took part in the theoretical stage.

The training was conducted by Terry Mills (ANSI-ASQ National Accreditation Board) аaccreditation manager of inspection and forensic science and by Ivan Vynnychenko, ICITAP project coordinator. During the training the following topics were presented “ISO Standards and Hierarchy in the world of Standards-General overview”, “Other standards for forensic institutions (ILAC G19, G17)”, “Basic terms and understanding of the language of ISO/IEC 17025:2005 (2006)”, as well as the 4rd and 5th sections of ISO/IEC 17025:2005 standard were discussed.

At the end of the training program, the participants took part in situational testing, as a result of which they were awarded certificate of successful completion of train-the-trainer course.

The practical stage of business trip took place in the Criminal Expertise Center of Vinnytsia regional subdivision of Internal Affairs, Ukraine, where external audit of the center’s laboratories was conducted according to the requirements of ISO/IEC 17025:2005 standard.

The representatives of Armenia and Moldova, being present during the audit, expressed their gratitude to the coordinators of INL and ICITAP Programs of U.S. Department for the opportunity for taking part in such kind of event by estimating the high level of organizing and conducting training.

During the business trip National Bureau of Expertises was provided 13 methodical literature and a draft of cooperation agreement by Kyiv Scientific Research Institute of Forensic Expertises of Ministry of Justice of Ukraine.

A draft of similar agreement was intended to be presented also by Ala Meleca, lieutenant colonel, Chief of section of methodologies, research and analysis of Forensic Center of General Police Inspectorate of Ministry of Internal Affairs of Moldova.
