The Leadership of the National Bureau of Expertises: Governing Bodies, Partner Organizations

Leadership

The management of the organization is carried out by the founder represented by the Government of the Republic of Armenia, its authorized state body represented by the RA National Academy of Sciences, the executive authority represented by the director, as well as collegial management body represented by the Council.

Among the authorities of the founder is the foundation of the organization, the establishment of its Charter and the right of making amendments to it.

The authorized state body the National Academy of Sciences of the Republic of Armenia as defined by the Charter of the Organization carries out the formation of its management bodies and the premature termination of authorities, carries out control over the organization’s activities, listens to reports on the activities of the organization, approves the organization’s annual budget.

The Collegial Governing Body (Council) of the Organization consists of five members (president and four members):

  • The representative of RA Education and Science Ministry is the Minister's general advisor, president of RA Engineering academy, doctor of engineering sciences, professor Sergey Ashot Minasyan (president),
  • The representative of RA National Academy of Sciences is academician Vladimir Mikael Harutyunyan,
  • The representative of the Police under the Government of the Republic of Armenia is the Deputy of Police Chief, Police Lieutenant-General Hovhannes Vagharshak Hunanyan,
  • The representative of RA Ministry of Health is the Deputy Minister Tigran Galust Sahakyan,
  • The representative of RA Ministry of Justice is the Minister's advisor, Justice state third-class advisor Nikolay Garnik Arustamyan.
  • The Council submits proposals to the authorized state governing body about the main directions of the organization’s activity in accordance with the field, subject and goals of the organization’s activity defined by law and Charter and confirms the internal documents regulating the activity of the organization, chooses the president and the secretary of his collegial management body, approves the regulations and other internal disciplinary rules of the units of the organization, approves the director’s reports. The invited state officials and other people who have the right to vote participate in the meeting.

    The executive body of the organization acts in the name of the organization without a power of attorney, represents its interests and concludes transactions by the order defined in the RA Legislation, with the decisions of the founder and authorized state bodies disposes of the organization’s estate, as well as the financial resources, employs workers and dismisses employees, ensures the distribution of the work among his deputies, accomplishes other privileges which do not contradict the RA legislation and are not vested in the other government bodies of the organization.

    Scientific Council

    According to the decision N14(1569) of the National Academy of Sciences adopted on July 12, 2006 the staff of RA NAS ‘’National bureau of expertise” was established and in accordance with the ‘’National bureau of expertise” state non-governmental organization director’s N 61 command given on the 10th of July the Charter of the scientific council was approved according to which the scientific council is considered to be a collegial advisory body systematizing the organization’s scientific and scientific technical activity. The main aim of the scientific council is the systematization of scientific research, scientific technical, scientific methodological, scientific educational and scientific analytical works carried out in the field of expertises. The scientific council of the organization discusses and approves of the main orientation of the organization’s scientific researches, the subject and the plans of the scientific research works, the problems related to personnel training and international scientific cooperation, develops some other organizational procedures regulating the scientific council’s work and submits them to the director’s approval, reviews the organization’s scientific staff planning and exceptional monographs, collections and other works and submits them for publication. The scientific council consists of 17 members, including 6 PhD and 11 candidates of sciences. In accordance with the decision of the National Academy of Sciences presidency the number of the latter can reach 19. Officially the director of the organization is the president of the scientific council.


    Qualification Board

    The forensic expert qualification board was created in the National Academy of Sciences by RA NAS president’s N38 directive given on August 29 2005. Guided by RA NAS president’s N38 directive given on August 29 2005 approved by the requirements of paragraph 2.1 of “RA NAS forensic expert qualification certification order” the staff of forensic expert qualification commission was established, which consists of 25 members, including 2 academicians, 6 PhD s and 7 candidates of sciences.
