During 2010 RA NAS “National Bureau of Expertises” SNPO has performed the following types of scientific actions:

Scientific-Methodological Actions

“National Bureau of Expertises” continued its activities of translation, testing, adaptation and introduction of certain expertise methods and methodologies adopted in the international practice launched in previous years within the frames of realization scientific-methodological actions. These activities are targeted at the further improvement of expertise quality and increase of trustworthiness of performed expertises. Thus, during the year 2010 a number of articles such as “The assessment of liability and scientific validity of the author-expert opinion by the investigative body”, “Creation of computer database for gas-liquid chromatographic analysis of a number of alkaloids”, “Crimes. The prospective for the application and development of investigator’s special knowledge in the Republic of Armenia”, “The synthesis and use of substitution morpholin-3-ons”, “Juvenile criminality and the problems of its prevention in the Republic of Armenia”, “Theoretical bases of crime scene examinations” were published in the magazines “Law and reality”, “Information technologies and management”, “State and right”, “Record of RA Engineering Academy” and others.

Research Activities

Within the framework of the implementation of research activities a number of modern scientific research works were carried out on the following topics:

1. “Scientific research and investment of the standard model development of quality testing for the security systems of specially protected objects (DVR-s)”. Topic leader S.Badalov,

2. “The opportunities of the application of psycho physiological (automatic machine) researches by other spheres of expert researches”. Topic leader M.Petrosyan,

3. “Contemporary research opportunities for the identification of fingerprints on documents”. Topic leaders H.Ayvazyan, A.Baghdasaryan,

4. “The research of cyclic compounds containing two atoms of ecologically active oxygen-1,4-dioxanons and the ways of their application in the practice of toxicants examination”. Topic leader S.Hakobyan,

5. “The use of laser system to fix and identify drugs and psychotropic substances at a distance”. Topic leader S.Hakobyan,

6. “Development (psychological) of expert choice mechanism”. Topic leader M.Petrosyan.

Within the framework of the contract signed in 2010 with State Non-Profit Organization “Institute of Physical Researches” at the National Academy of Sciences of the Republic of Armenia, a number of scientific research activities were carried out particularly in the field of the researches of metals and alloys, which are already applied during expert researches.

Within the framework of criminalistic researches carried out by the organization, the research works with the subject “Juvenile criminality and the problems of its prevention in the Republic of Armenia” were completed, the results were summarized and presented at the scientific conference with the topic “Juvenile criminality and the problems of its prevention in the Republic of Armenia” organized in Yerevan State University by the sponsorship of Yerevan office of OSCE and UNICEF. After the latter started research works with the topic “The causes of criminality in the armed forces of the Republic of Armenia”.

As a result of the preliminary competition which took place in the International scientific-technical centre, the scientific report of the National Bureau of Expertises with the subject “Urgent problems of ecological security. Struggle against nuclear and radioactive pollution within the framework of European regional cooperation” /reported by S.Hakobyan/ was presented during the "Information & Brokerage Event" which was held from 7 to 8 October, 2010 in the National Academy of Sciences of the Republic of Armenia and was devoted to the thematic direction “Environment /including climate changes/ within the EU 7th framework program”.

Scientific-experimental and analytical functions

Within the framework of scientific-experimental and analytical functions works are carried out aimed at the creation of expert informational databases, particularly computer chromatographic database of drugs and psychotropic components, database of the properties of dyes and balls of ballpoint pens containing blue /blue-violet, violet/ dyes in different periods, database of patterned portraits of tires produced by different tire producing factories.

From 13 to 17 September, 2010 head of computer-technical expertises department Kh.Harutyunyan participated in the annual conference, organized by the working group of “Forensic Information Technologies” (FIT Working Group) of the “European Network of Forensic Science Institutes” (ENFSI) in Moscow, which was of utmost importance for the exchange of experience in the field of IT crime prevention.

From 2 to 9 October, 2010 director of the Organization A.Javadyan visited Versailles and Lyon, particularly from 2 to 4 October, 2010 to establish scientific cooperation in the field of expertises between the “European Institute of Experts and Examinations” situated in Versailles and the “National Bureau of Expertises”. From 5 to 9 October, 2010 A.Javadyan participated in the works of the 16th International Forensic Science Symposium organized in Lyon by the INTERPOL, which mainly focused on the exchange of scientific experience, the analysis of the results of forensic examinations and forensic science activities, as well as the extensive use of informational expert databases.

In April, 2011 by the invitation of the expert working group on explosives (FINEX) of the European Network of Forensic Science Institutes (ENFSI) head of arson and explosives expertises department D.Melkumyan participated in a conference which took place in Austria (Vienna). During the conference the representatives of the United Kingdom of Great Britain, the United States, Russia, France, the Netherlands, Belgium, Sweden, Turkey, Sri Lanka, Australia discussed the novelties of explosives research methods. Within the framework of the conference a theoretical training was held on the study of the peculiarities of crime scene post explosive recover.

The main results of the works subject to thematic funding

In 2010 two topics with the subjects “Theoretical and experimental researches of coupled-system buildings” and “The peculiarities of the psychological assessment of personality and position as a contemporary issue of professional competence” of State Non-Profit Organization “National Bureau of Expertises” were completed and submitted for thematic funding.

As a result of the implementation of the first topic the mathematic model, the algorithm and the computer accounting program were developed for coupled-system building calculation, which allows calculating any storied building under the influence of actual earthquakes. The results can be used for the improvement of the seismic resistance of the existing buildings.

As a result of the implementation of the second topic a position assessment system was created, the psychological mechanisms of position profile formation were analyzed and the peculiarities of the formation of position assessment scale and system were developed. Professional competence assessment mechanism and personality/profession /position/ conformity system was developed and applied. To determine personality and position conformity professional selection was done, as a result of which it was necessary to identify the normative characteristics of a profession, the necessary psychological qualities and features for realizing this or that type of activity, to select or develop ways and methods for discovering important professional qualities.

During 2010 total of 11 scientific research topics in the field of forensic science, criminology and criminalistics were prepared by the organization’s scientific staff in order to solve a number of contemporary problems. It must be noted that some works have already confirmed the actuality of the mentioned topics. 11 previously selected topics were discussed and authorized for presentation by the State Committee of Sciences at the Ministry of Education and Science of the Republic of Armenia during the special session of the scientific council which took place in State Non-Profit Organization “National Bureau of Expertises” at the National Academy of Sciences of the Republic of Armenia on 18 November, 2010.

3. “The use of expert evaluation cards on patient treatment in medical institutions”,

4. “Study of the psychological characteristics of criminal aggression and the individual structures of its prevention as a precondition of criminal behavior”,

5. “Obtaining glyoxal and glyoxylic acid from ethylene glycol by the method of microbiological catalysis, development and implementation of the continuous streaming process”,

6. “Improvement of state procurement system in the stage of transition from the centralized to the decentralized procurement system”,

7. “Victimological factors of criminality in the Republic of Armenia”,

8. “Handwriting as an object of diagnostic research”,

9. “Methods of identification of drugs belonging to the group of amphetamines in the specimen of living people hair”,

10. “The analysis of psychotropic components in plants growing in the Republic of Armenia, introduction of their data into similar European databases”,

11. “Research of firearms /short barrel, middle barrel and long barrel/ used by the personnel in the armed forces of the Republic of Armenia to allow shooting without pressing the trigger”.

Cooperation

The organization signed contracts on scientific and educational cooperation with Yerevan State University of Architecture and Construction (04.02.2010) and with Yerevan State University (04.03.2010). Within the framework of each contract cooperation was established on a number of expert professions in scientific-research, scientific-practical and educational fields, practical trainings were organized for students taking their Bachelor’s and Master’s degrees etc. On 15 May, 2010 an agreement on cooperation within the framework of scientific practical and educational activities in the sphere of examinations was reached with the Ministry of Justice of NKR, as a result of which the parties cooperate in scientific-research, scientific practical and educational fields, particularly in organizing and conducting scientific and practical skills training (improvement) courses for the employees and specialists performing examinations. On 17 March, 2010 a contract on the performance of joint research activities, particularly within the framework of researches of conductive and non-conductive samples of metals and alloys was signed with State Non-Profit Organization “Institute of Physical Researches” at the National Academy of Sciences of the Republic of Armenia. Generally, 26 scientists combine jobs in the organization. Besides, 12 employees of the organization combine teaching in different universities and educational institutions of the Republic of Armenia.

Joint departments, laboratories and other units

Since 2010 the chair of pathological anatomy on forensic medical courses of the National Institute of Health at the Ministry of Health of Republic of Armenia uses as an educational basis the professional, technical and territorial potential of the organization’s forensic medical expertises department /two employees of the organization combine teaching in the above mentioned department/.

Since 2010 the chair of geo ecology and bio security of Yerevan State University of Architecture and Construction uses as a basis for practical trainings the laboratory database of materiological expertises department of State Non-Profit Organization “National Bureau of Expertises” at the National Academy of Sciences of the Republic of Armenia.

Thus, summarizing the scientific works performed in the organization during the years 2005-2010, analyzing the main directions and components of the latter and combining them with the corresponding figures of the previous years the range and growth dynamics of the performed scientific activities becomes obvious, which are clearly seen in the following table:

Within the framework of scientific works performed in the organization during 2010 totally 34 articles were published and sent for publication, 9 reports were presented during international professional seminars and scientific conferences, 223 reports were presented during professional seminars and scientific conferences organized in the Republic of Armenia, 450 informational materials on modern expert technologies were localized, 53 methodical manuals and guidelines were developed and localized.

During the first quarter of 2011 eight scientific articles were presented for publication by the organization’s employees, which were published in scientific magazines “Law and reality”, “State and right”, “Bulletin of Yerevan State University of Architecture and Construction”. A manual with the title “The problems of struggle against juvenile crime” was also published.
